The International Association of Logistics Professional (IALP) was established in 2004 by the United Nations and other relevant international organizations and was registered at this time as a membership organization of the United Nations.
There are five membership states of the Organization, with a potential membership of more than one hundred.
Between 2004 and 2006 the Organization had established or was in the process of establishing a membership of more than 40 professional bodies that includes the following:
TRADE POINT BEIJING, EMBASSY OF GABON IN CHINA, CHINA CONTAINER INDUSTRY ASSOCIATION, CHINA INDUSTRY NEWSPAPER ASSOCIATION, CHINA KOREA ECONOMIC DEVELOPMENT ASSOCIATION, CHINA COMMUNICATION INFORMATION CENTER, EMBASSY OF PHILIPPINES IN CHINA, CHINA MECHANISM INDUSTRY ASSOCIATION, CHINA TEXTILE CURRENCY ASSOCIATION, CHINA RUBBER INDUSTRY ASSOCIATION, CHINA PRODUCTS FOR DAILY USE MARKETING SOCIETY, CHINA INFORMATION ASSOCIATION, CHINA ASOCIATION OF THE NATIONAL SHIP BUILDING INDUSTRY, CHINA INSTRUCMENT MANFACTURER¡¯S ASSOCIATION, CHINA INTERNAIONAL ECONOMICS TECHNOLOGY LAW AND HUMAN REOURCE ASSOCIATION, CHINA ANIMAL BY-PRODUCTS MARKETING ASSOCIATION
The aim of the Organization will be to establish the necessary infrastructure that will enable cooperation between all relevant parties in order to actively assist in the development of international logistics. This enterprise shall endeavor to, enhance and improve global logistics supply chains, procure accountability and analysis for global logistics development, and provide assistance in developing foundations in logistics research to help improve each member state¡¯s economy. The Organization will also be engaged in the setting up of conventions where its members can meet to ensure that all logistics development is in accordance with the regulations dictated by the legislation of the United Nations.
Clearly the development of global logistics is a key role of the international community. On the world stage the influences of China become more apparent with the passing of each day. Moreover the stability, prosperity and development of China are not only advantageous to this nation but have much potential to become advantageous to the whole world. In this time where globalization has left no part of our world untouched the need for a global logistics infrastructure that accommodates international trade and moreover respects environmental, ethical, cultural and social principles is clearly of paramount importance. Clearly such an enterprise can only help pave the way for harmony and the foundations of safety in the development of the world¡¯s logistics infrastructure.
1. OVERVIEW
1. The International Association of Logistics Professional is the registered title of the Organization and it was established in 2004 by the United Nations and other relevant organizations. It has another registered title of the World Logistics Development and Promotion Association. The headquarters for the Organization will be located in Hong Kong and there will be an operational office in Beijing.¡¡
2. The Organization will strictly obey its constitution and all relevant regulations and ensure that all membership activity of the Organization will adhere to the ideals of peace, democracy and humanitarianism.
II. PURPOSES
The purpose of the Organization is to facilitate development in the industry of international logistics. To realize this Organization will:
(a) Collaborate with government and non-government organizations and business enterprise groups whose interests lie in developing strategies for international logistics strategies;
(b) Promote cooperation to accommodate economic, cultural, scientific and social exchanges between all countries;
(c) Produce and evaluate programmes to establish the necessary logistics framework that is required for the development of research items and high quality products;
(d) Organize and implement programmes to assist in establishing academic institutions that specialize in the field of international logistics;
(e) Be engaged in improving the economic relationships of all countries;
(f) Hold relevant conventions and other meetings that shall provide an arena affording discussion between logistics experts;
(g) Cooperate with government and non-government bodies, social organizations, business enterprise groups, academic groups and financial sectors, to realize stabile and long-term relationships.
III. RIGHTS
The Organization shall have the right to:
(a) Forward suggestions that address any problems, in the logistics development programme, to the government of each member state and the department concerned;
(b) Recruit its own personnel, set up its own administrative body and guarantee its personnel all relevant employment rights according to the law;
(c) Have full control over its own property.
IV. MEMBERSHIP
1. Membership of the United Nations organization shall carry with it the right to membership of the Organization.
2. All members of the Organization shall possess equal rights.
3. New members will be admitted to the Organization after the application for membership has been reviewed and approved by the assembly.
4. All members will be responsible to produce an annual report that summarizes their activities to the Organization.
5. All members reserve the right to withdraw from the Organization upon submission of their decision at the General Conference.
6. If any member fails to comply with the regulations set down in the Constitution the Organization has the power to expel that member.
7. Members of the Organization which are expelled from the United Nations Organization shall automatically cease to be members of this Organization.
V. ORGANS
The organization shall include a General Conference, an Executive Board, a Secretariat and a Resource Development Committee.
V1. THE GENERAL CONFERENCE
A. Composition
1. The General Conference shall consist of the representatives of the States members of the Organization.
B. Functions
2. The General Conferences shall discuss and determine the work of the Organization and assess any programmes drawn up by the Executive Board.
3. The General Conference shall elect the members of the Executive Board.
The General Conferences shall review and assess the reports submitted by Member-States.
C. Voting
4. Approval shall be given to pass any resolution if more than 50% of the vote is in approval but modification of the Constitution requires at least two thirds of the member¡¯s vote.
D. Procedure
5. The General Conference will convene at least once every two years in ordinary session; it may meet exceptional session at the request of the Executive Board.
6. The General Conference shall at each session, elect a President and other officers, and adopt rules of procedure.
VII. EXECUTIVE BOARD
A. Composition
1. The Executive Board will be elected by the General Conference.
2. The general Conference in electing the members of the executive Board shall strive to include persons that are competent in the field of logistics and qualified in their experience to fulfill the administrative and executive duties of the Board. Consideration should also be given to include persons that represent the diverse cultural and geographical diversity of an international organization.
B. Functions
3. The Executive Board, acting under the authority of the general Conference shall be responsible for the execution of the work plans determined by the General Conference.
4. The Executive Board shall assist in programmes that require a budget for research infrastructure, and shall independently monitor these activities to ensure that all programmes are proceeding in a satisfactory manner.
5. The Executive Board shall authorize and monitor any circumstantial programmes.
6. The Executive Board shall facilitate training and improvement for each department¡¯s professionals to continuously enhance their level of technique.
7. The Executive Board shall establish programmes to ensure that the projected research output is in unison with the need required for economic development.
8. The Executive Board shall forward recommendations for any party that has achieved outstanding research in the field of international logistics, for a prestigious award.
9. The Executive Board shall assist in programmes to procure a budget for research infrastructure, and shall independently monitor these activities to ensure that all programmes are proceeding in a satisfactory manner.
10. The Organization is in charge of every subordinate¡¯s infrastructure and budget the workers schedule.
VIII. SECRATARIATE
1. The Secretariat shall include the appointment of a Director-General, Chairman, Vice-Chairman, and shall be elected for tenure of 5 years.
2. Basic functions of the Secretariat shall be to:
(a) Determine the Vice- Chairman¡¯s role and programme;
(b) Introduce the Organization to government bodies and social organizations;
(c) Establish the necessary financial infrastructure;
(d) Manage the accumulation of finances resulting from the Organization¡¯s activities.
(e) Facilitate any legal contracts or pacts with international organizations, government bodies, research organizations and business enterprise groups.
3. The role of the Director-General shall be to:
(a) Administrate the activities of the Organization;
(b) Be responsible fort the promotion, monitoring and directing the activities of the Organization;
(c) Present to the Secretariat an annual summery of the Organization¡¯s yearly activities.
IX. RESOURCE DEVELOPMENT COMITTEE
1. The Resource Development Management shall assist in the augmentation of the Organization¡¯s assets and resources.
2. The Resource Development Management shall be responsible for the budget of the Organization and shall establish a committee that will oversee the administration of the budget.

X. BUDGET
1. The budget shall be administered by the Organization under the responsibility of the Resource Development Committee.
2. General conference shall approve and give final effect to the budget.
3. The Organization¡¯s budget shall be afforded by£º
(a) The membership fees of the Organization;
(b) Donations given by its members;
(c) Income received from exhibitions, conferences and other related activities such as lectures and seminars;
(d) The publication of academic material including, science, technological and economic papers;
(e) Donations and any other miscellaneous revenue.
4. The budget will be used to realize the objectives of the Organization that are determined at the General Conference.
XI. AMENDMENTS
Proposals for amendments to this Constitution shall become effective upon receiving the approval of the General Conference.
XII. TERMINATION OF ACTIVITIES
1. The Organization reserves the right to reorganize or terminate an activity when the necessary resolution is passed at the General Conference,
2. Activities may also be terminated when the legal procedure returns a verdict to warrant this.
